锘縏Y - RPRT AB - Over the last two decades, governments and service providers have come to expect that people with lived experience of homelessness should participate in and influence homelessness policy design and practice. The intention is that this brings benefits such as improving effectiveness; developing new services; keeping services targeted and accountable; and supporting for social change. This research examined the evidence for, and experiences of, people with lived experience participating in and influencing housing and homelessness policy, service design and practice. Currently organisations rarely listen properly to people with lived experience. People with lived experience felt their participation and influence was often far from meaningful. They spoke of being unheard and of their concerns not being taken seriously. Even organisations that had high levels of engagement with people with lived experience reported very few examples of influence, impact and outcomes from such participation. People with lived experience, policy makers, practitioners and academics argued for placing lived experience at the centre of all policy, practice and service design. They highlighted that in a collaborative partnership everyone is able to contribute effectively. This helps lead to meaningful and practical ideas, strategies and solutions that accurately reflect the needs of those experiencing homelessness. The research identified a number of principles organisations can implement so that people with lived experience can participate meaningfully.
